    AN INVITATION TO HUMAN RIGHTS GROUPS & THE TECHNOLOGY INDUSTRY TO PARTICIPATE IN INTERNET CONFERENCE

    The Global Internet Liberty Campaign (a group of over forty human rights organizations from five continents funded by the Open Society Institute), in cooperation with the American Civil Liberties Union, the Center for Democracy and Technology, the Electronic Frontier Foundation, and the Hungarian Human Rights Center, is coordinating a conference on The Outlook for Freedom, Privacy and Civil Society on the Internet in Central and Eastern Europe.

    The Outlook for Freedom conference will take place in Budapest, Hungary from September 4th-6th, 1998. The goal of the conference is to bring together the human rights community, technology industry, and government leaders from around the world to explore the Internet's potential to promote civil society and the means for protecting freedom of expression and privacy issues in the new medium.

    In addition to a series of seminars regarding the Internet's role in sustaining a civil society, preserving freedom, and protecting privacy, technical training on Internet use will be offered to nongovernmental organizations (NGOs). The tentative agenda includes:

    Day 1: Human Rights Online: Censorship & Media Regulation

  • Application of International Human Rights Freedom of Expression to the Internet

  • Electronic Surveillance Laws in CEE and their Application to the Internet
  • The Right to Encrypt: Protecting the Right to Speak Privately Online

    Day 2: Promoting Civil Society Through the Internet: Internet Access, Government Information & the Net's Potential For Strengthening Democracy

  • Affordability and Accessibility of Internet Access
  • Government Information Online and other means to Promote Democracy Through the Net
  • Case Studies of NGO Participation in Internet Policy Making
